Synopsis. Despite a security force led by Lieutenant Chapman, political activists crash a party honoring the appointment of Aaron Kiel to the Los Angeles Police Commission and steal a set of paintings worth two million dollars. After landing in the doghouse with the chief of police over the embarrassing incident, Chapman swallows his pride and asks Rockford for help.
